According to the Operators Manual, its a tool storage area...the following is listed in that manual under Basic Issue Items List:

JACK, Mach, Dbl-Screw, 3-Ton, Ratchet Type, 9" Closed, 18" Open (65909-932115) In tool compt on R.H. or L.H. lower front side of body.

WRENCH, Socket, Wheel Stud Nut, L-Hdl, 10.5" Offset, 1" Hex Opng, 24" long. In Tool compt on R.H. or L.H. lower front side of body.

There are other items, many, on the list...find it here:

Many think that the canvas top is stored there but the same manual says it should be stored behind the seats...the book calls the canvas "paulin":

The cab of the M715 cargo truck is equipped with a folding windshield and a removable canvas top. When removed, the paulin and its supporting members are stowed behind the cab seats.

The page that is from is here:

The Operators Manual, sometimes called the 10 due to the last part of it numerical title, is the first manual linked in the table on the manuals page linked from the top of every page of the site.

Is there enough room for ice though?

I think I'd rather stick my paulin in there.

You really are a thinker, aren't ya?!

'Course, what else is there to do when you're snow-bound like that?

Though, the ice would likely melt in less than 5 minutes with the stock drivetrain.
