What they used were brass rivets which were hollow and this tool called a rivet clinch tool. It will flare the rivet and mash it against the back of the data plate. The key is to have the right diameter rivet (not sloppy and loose) and the right length so that it will clinch without having too much material to round over.
I don't have those exact measurements right now. However, you could use a drill bit to find out what diameter rivet and of course, figure the length needed after affixing the data plate to the data plate mounting plate.
Here is the tool below. Note, if you are good with tools, you could use a punch which is rounded over and start the rivet flaring and complete it with a flat punch. That sometimes works but sometimes makes a mess! Brass hollow rivets work the best. (Not hollow like a pop rivet)
NOTE: The rivet in the picture below is too long; I include it so that you can see what they look like. You want a rivet that is just a littler longer than the thickness of the material.
The exact rivets can be bought at Midwest Military. You can use a roll pin punch, the one with a recessed end, to set the rivets.
Here is what I posted about them, and the 3/16" roll pin punch that I used.
They turned out great, and a perfect match to original.
Wow, five years already.

I used the round end of a pushrod that I found in my yard. It worked quite well, actually.
